COLOMBO, July 5 (Xinhua) -- Sri Lanka's treasury bill auction experienced a drop in the weighted average yield rate on Wednesday, with the borrowing cost to be reduced for the government, supporting economic growth, a state minister said on Wednesday.

State Minister of Finance Shehan Semasinghe said on his Twitter that the rates came down significantly to 17.79 percent from 23.00 percent for 91 days, to 15.93 percent from 19.49 percent for 182 days and to 13.86 percent from 16.99 percent for 364 days.

USA: Gunman opens fire at random on Philadelphia streets, killing 4 before he is arrested, police say

PHILADELPHIA (AP) — A gunman wearing a bulletproof vest opened fire on the streets of Philadelphia on Monday night, seemingly at a random, killing four people and wounding two boys in the latest outbreak of gun violence in the United States, police said.

The shootings took place over several city blocks in the southwestern neighborhood of Kingsessing. Responding officers chased the suspect as he continued to fire, and he was arrested in an alley after surrendering, Police Commissioner Danielle Outlaw said at a news conference.

Philadelphia. July 3 (Reuters) - Four people were killed and two were injured in a shooting on Monday night in Philadelphia, and a suspect was taken into custody, Philadelphia Police Commissioner Danielle Outlaw said at a late night news conference.

The suspect, a man believed to be 40-years-old, did not appear to have any connection to the victims, Outlaw said, adding that he had a bullet-proof vest and a police scanner.
