This is the first part of Prakash Pandey suicide video. He has taken the poison and is parked outside of the BJP office in Dehradun making this video before walking into BJP office.
He later died in the hospital.
Prakash Pandey was a businessman who lost lot of money due to demonetisation and non-payment from the government departments in BJP ruled Uttarakhand.
