India: Why does road cutting carry if better roads damage?

Kanpur: There is no end to road cutting in the city or outer areas. This is surely because of the needs arising to dig up roads for different purposes from time to time.

What is done after digging the road is that it is somehow made passable motorable so that the traffic must go on.

Civic bodies like Jal Nigam, PWD and Nagar Nigam make an accusation to one another for ruining the roads in a good position.

If we take into view the persisting problem of road cutting it remains the same throughout the year round. If the Jal Nigam digs up the road for laying a sewer line the PWD blames it for damaging the road.

Upon the administrative pressure of the officers, the road is made motorable.

Recently the Jal Nigam under Amrit Yojna sought the permission letter from PWD for road cutting near Chakeri for laying down the sewer line. But afterwards the Jal Nigam criticized the PWD officials for obstructing the ongoing work. Thereupon the PWD executive engineer approached the Nagat Ayukt A Tripathi.

The Jal Nigam cleared that it used to pay a fee for road cutting but it is alleged that it did not deposit the full amount of fee. 

A list of its dues is given this: the Jal Nigam paid Rs 11.23 Lakh out of Rs 32 Lakh against road cutting from Sanigawan-Pipargawan Road to Kanshiram Colony, Rs 02 Lakh out of 7.17 Lakh against road cutting from Lal Bungla to Sanigawan Road and Rs 35 Lakh out of 1.38 Cr from GT Road to Mavaeeya Road.

Is there any solution to such problems? The Nagar Ayukt has instructed NN chief engineer Kailash Singh to find out an acceptable formula in this regard.
